Can not reach a Web side

We are running squid 1.1.16 at RS6000/AIX4.1.4.

It seems proxy working fine and I can access the outside world.
But a Web side www.techpac.com.au can not be connect if you use netscope
with using proxy. If I use cache instand of proxy, the side is
accessable. So, I think it may be some problem with our squid? Does
anyone know how to check out the problem and fix it?
